The announcement came directly from the Minister of Culture, Alessandro Giuli, alongside representatives from the Culture Commissions of the Italian Parliament.

The VAT reduction applies to the entire art sector: artists, galleries, collectors, and operators. In practice, buying an artwork becomes more affordable thanks to a significant tax cut reflected directly in the final price.
This change improves accessibility, encourages collecting, and helps boost the domestic art market after years in which the Italian tax system placed us at a disadvantage compared to other international markets.
Until now, Italy applied a standard VAT rate of 22% on the sale of artworks, creating a significant gap with other European countries and non-EU markets. This often forced Italian operators to struggle to keep up with foreign competition, with negative consequences for the entire sector.
With the new 5% VAT, the Italian market is finally aligned with European standards, reducing disparities and making it more advantageous to purchase and invest in art directly within Italy.
Please note: for artworks subject to the reduced VAT rate, it will no longer be possible to apply the so-called "margin scheme," which calculated VAT only on the profit margin. Nevertheless, the overall impact of this measure remains highly positive for the sector.
